Police Tweaks for ATS

A mod focused on tweaking Police system to be realistic and less annoying.

Features

Delay before speeding fine while police car is present has been increased to 10 seconds
Police detection for speeding possibility has been reduced by 70%
Speed cameras now have 90% chance to fine you
Now you won't get fined twice if there is a police car nearby
There is zero possibility for 'No Lights' fine unless police spots you
Supports American Truck Simulator 1.58 and above

Known Issue

Sometimes 10 seconds delay before speeding fine for police vehicles may or may not work as intended - Unfortunately this one cannot be fixed from my side, please report that to SCS Software to fix it
