No more empty benches and chairs v1.1

With this mod there will be no more empty chairs and benches in the game. Will be occupied by animated SCS characters. The frequency of the appearance of pedestrians is 0.3 and will not appear at night or during rain! Must work on most cards!
Note: With the pedestrian system at 1.35, it is impossible to force pedestrians to react to rain, so when it rains, pedestrians will continue to sit, stand or move.
